Losing sleep

One thing that surprised me when I moved to the UK was the lack of any significant paternity leave. It seemed peculiar, in this century, for the government to have a policy of making space for new parents to take care of their newborn children without losing their jobs, but to be insisting that the care must be provided by the mother. It seemed even more peculiar that otherwise progressive employers, that go beyond the statutory minimum in providing leave for new mothers, rarely seemed to extend any protection to fathers. (Oxford, in particular, provides on its own initiative leave for fathers who adopt a child, but not when a child is born.)

This has now changed. The government passed a shared parental leave law that now comes into effect. Not everyone is happy about it, though:

The Institute of Directors has previously warned the new law could create a “nightmare” for employers.

I’m not particularly prone to nightmares, but those I have had almost never involved men taking care of their infant children while the mothers returned to work. At least, not primarily. Perhaps a different cliché would have been more appropriate here.

As a sign of how much difficulty journalists have keeping the UK’s constitutional arrangements straight, the article concludes with

Parental leave is a devolved issue in Northern Ireland but the Northern Ireland Assembly passed a bill offering parents the same rights as in England, Wales and Northern Ireland.

Scotland didn’t even vote to secede, but it’s already forgotten…

What does an anti-vaccine activist want?

With the swelling of interest in the anti-vaccine movement, inspired by the recent California measles outbreak, I’ve seen a number of opinions published similar to this one from Ian Steadman in the New Statesman

Then there’s also this to think about: if somebody’s distrust of scientific and/or political authority is so great, for whatever reason – maybe they’ve been scared by sensationalist stories in the media, or maybe they sincerely believe the government has no moral right to dictate health choices to citizens – that they’re willing to significantly increase their child’s risk of catching a (possibly fatal) illness, then calling them names and telling them scientists and politicians disagree with them is probably futile. Arguing that “the science is settled” with someone whose stance is predicated on the belief that the standards of proof used by scientists are flawed is definitely futile.

The article is excellent, but I don’t entirely agree with this sentiment. Living in Berkeley and Oxford, I have encountered some vaccine refuseniks, and it’s not clear to me that they have anything as definable as a belief about “the standards of proof used by scientists”. Rather, I think that they have a desperate need to feel special, protected not by mass vaccination — and definitely not by anything as infra dig as “herd immunity” — but by their special virtue, which may be Christian purity or organic health-food purity. 14th Century NIMBYism

In Juliet Barker’s book on the Great Revolt of 1381 I was struck by this comment on the spread of local grammar schools in England in the second half of the 14th century:

Where there was no dedicated room or building available, classes were held in the local church. In 1373 the Bishop of Norwich prohibited this practice in the schools of King’s Lynn, on the grounds that the cries of beaten children interrupted services and distracted worshippers.

Odium ex nihilo

The Guardian quotes actress Maureen Lipman saying that the recent attacks in Paris have her thinking of leaving London for the US, where you can be shot to death in a supermarket in an entirely nondiscriminatory and racially neutral way. (Israel was also on her list of destinations, because it is a place where Jews are famously safe from terrorist attacks.) But I was struck by this comment:

When the economy dries up, then they turn on the usual scapegoat: the usual suspect –the Jew. There is one school of thought that says it’s because of Israeli policies in the West Bank, it isn’t. There’s been antisemitism for the past 4,000 years.

It is common to link modern antisemitism to trends since the middle ages. Some say nothing has really changed since Tiberius. Some go back even to the Hellenistic period. Lipman almost doubles that history.

Some people have remarked on the weird persistence of antisemitism in places like Poland despite the absence of any significant numbers of remaining Jews. Lipman’s bracing theory is that antisemitism also pre-existed the Jews. As the prayerbook says, וְהוּא הָיָה וְהוּא הֹוֶה ,וְהוּא יִהְיֶה בְּתִפְאָרָה: It was, it is, and it ever will be.

Perhaps, just as some say that antisemitism maintained the Jews as a distinct people through the Middle Ages, pre-existing antisemitism actually called the Jewish people into existence. As Sartre famously said,

Loin que l’expérience engendre la notion de Juif, c’est celle-ci qui éclaire l’expérience au contraire ; si le Juif n’existait pas, l’antisémite l’inventerait.

The concept of the Jew does not arise from experience, but rather the Jew serves as a pretext to explain [the anti-Semite’s] experience. If the Jew did not exist, the anti-Semite would invent him.

Aposematism and toy guns

Another person has been shot in the US because he was brandishing a toy gun.

Police hit the 32-year-old man three times Sunday evening after he pulled from his waistband what was later determined to be an air gun, which fire metallic projectiles such as pellets or BBs, police spokesman Albie Esparza said.[…]

The air gun did not have a colored tip on it, which is a standard identifier of a toy gun, Officer Gordon Shyy said Monday.

Actually, this wasn’t even exactly a “toy”. More, a sublethal weapon. I’m generally not the most sympathetic to police officers who kill the citizens they are supposed to be protecting. (In Utah last year police were the leading category of homicide perpetrators.) And the case of the boy who was shot on a playground because he had a toy gun clearly seems tinged with racism. But I can’t blame the problem on a lack of coloured tips on the gun.

Surely a brief thought about warning colours and mimicry in nature suggests that a strategy that says “a red tip means the police don’t need to worry about this otherwise very dangerous-looking weapon” can’t be viable. It’s too easy to mimic the signal and gain the advantage (lessened police response to your weapon). This is not quite the same as aposematism — advertising ones inedibility to predators through defensive colouration — but the general problem of cheap signals undermined by mimicry is the same. The REF Research Rating Agency

Among the many inefficiencies imposed by the hexennial ritual of centralised research evaluation in the UK is the requirement that some of the nation’s most esteemed academics (thankfully, I am not one of these) need to dial their research productivity down to nearly zero while they spend their waking hours — and some when they might otherwise be sleeping — reading and ranking hundreds of papers, and attending interminable meetings. And then, after the results are complete, the specialised skills they have developed during this sisyphean herculean task are of no use to anyone, other than helping their individual departments get a leg up on the next REF, of course. Wouldn’t it be great — and very British — to enable the researchers who have devoted so much time and effort to monetise the skills they have acquired for personal gain?

This is why I am proposing the creation of a public-private consortium (privately owned, but initially funded by the British taxpayers), to be called the REF Research Rating Agency (REFRRA). The idea is simple: One of the major outcomes of the REF is to induce British universities to hire leading researchers away from other British universities shortly before the REF census date, expecting that their 4* papers will pay their salaries for the next six years. They also hire researchers from outside the UK on 20% contracts to pop by occasionally and credit their  research output to their generous UK host. By these means, the University of Birmingham has had itself crowned the king of UK philosophy.

The problem is the amount of guesswork that goes into these hiring decisions. That is why we need the REFRRA, employing experienced former REF examiners, to provide researchers in the UK and worldwide with Audited REF Score Evaluations (ARSE). For a modest fee, academics can purchase a documented ARSE to list on their CV. This will ultimately lead, it is hoped to a complete automation of the appointments process, whereby academics can simply go to a web site of a university they would hope to work for, put in their ARSE and a few demographic details, and receive an immediate job offer or rejection, based on the calculation of whether their hiring would be a financial net gain or loss for the university.

When I told a colleague about this idea, she said that no one could trust ratings where the ones being rated are the agency’s paying customers. Too much conflict of interest. On further reflection we had a good laugh at her naïveté.

The men in the white vans

Should I be surprised that after living in this country for seven years there’s still a lot that I don’t know about the culture? I was genuinely confused by the furorethat led to the drumhead expulsion of Emily Thornberry from the Labour shadow cabinet, following her tweeting this picture.B25NbWHIUAAJxsy.jpg-largeThere was no text, other than a note that this was from Rochester yesterday, where the anti-immigrant UKIP was expected to win a by-election. Yet, everyone seems to agree that publishing this photograph shows elitist contempt for the good people of Rochester. It’s not clear that anyone can explain it to me either. Ed Miliband told the press

Asked what reaction he felt when he saw such an image, Mr Miliband said “respect”. He added: “I thought there was nothing unusual or odd, as her tweet implied, about having England flags in your window. “That’s why I was so angry about it and that’s why I think it’s right that she resigned.”

Now, granted that Ed Miliband is not the most eloquent speaker, or the most coherent thinker, but if his reaction to the image was “respect”, and that “there was nothing unusual or odd”, how did the tweet imply that it was unusual or odd? It reminds me of the joke about the woman who rings the police to complain about the man who regularly walks by her house whistling dirty tunes. (It’s a bit of a “protests too much” response, since it is surely a bit odd to have two very large flags hanging on the house, one of which is completely blocking a window.)

Part of the response seems to follow from the stereotype that hovers around the white van in the driveway, which I had never heard of, but according to Wikipedia the driver is

perceived as selfish, inconsiderate, mostly working class and aggressive. According to this stereotype, the “white van man” is an independent tradesperson, such as a plumber or locksmith, self-employed, or running a small enterprise, for whom driving a commercial vehicle is not the main line of business, as it is for a professional freight-driver.

Jews and evolution

Salon has published an interesting interview with former Commonwealth Chief Rabbi of the soi-disant Orthodox Jonathan Sacks about his new book about the relationship between science and religion. The man who did as much as anyone in recent years to break down cooperation and mutual respect between Orthodox and progressive streams of Judaism in the UK has rediscovered the virtues of mutual respect and toleration since stepping down last year from his post as Orthodox Chief Rabbi. At least, he believes strongly that atheists should respect him more.

One particular exchange caught my attention:

Why do so few Jews take issue with the theory of evolution, while creationism is common among Christians?

I think Christians tended to think that religion and science were part of the same universe of discourse. So they assumed that the Bible was telling us scientific stuff, as well as moral and spiritual stuff. Whereas Jews don’t read the Bible that way.

It surprises me that the good Rabbi feels so confident accepting the premise of the question, that Orthodox Jews are hip to modern (i.e., post-medieval) science. It’s hard to believe that he has become so disengaged from the cause of Jewish education in Britain in the past year that he failed to note the scandal earlier this year, when a Jewish girls’ school in London (state-funded, natch!) was found to be removing questions from A-level biology exams “because they do not fit in with their beliefs.”

Fifty-two papers were altered by Yesodey Hatorah Senior Girls’ School to remove questions on evolution.

This being Britain, where everything is a sport, no one cared much at first about the children being taught bogus biology; they only cared about the game being fair:

The examinations body, OCR, says it was satisfied that the girls did not have an unfair advantage. It now plans to allow the practice, saying it has come to an agreement with the school to protect the future integrity of the exams.

On more mature reflection, the exam regulator Ofqual did decide that excising questions from exams would be deemed “malpractice”.

Until I read of this controversy, I would have felt confident agreeing with Lord Sacks that there is no Jewish tradition for rejecting scientific biology. Now I’m obviously not so sure. Perhaps this represents part of the harmonic convergence between Orthodox Jewry and American Evangelical Christianity — rather like the way they’ve come to a consensus on supporting Israel, even if the motives may be discordant — Jews wanting Israel as a place to live, Christians wanting it as a place to stage Armageddon.

Politicians who bring home the bacon

Here’s another one. It’s genuinely unclear to me whether this is about demonstrating some kind of general average-Brit bona fides — like when American politicians eat deep-fried corn dogs — or whether it’s more specifically about demonstrating that he’s not too Jewish.
