Billions schmillions

It’s no wonder the British think they’re getting a raw deal from the EU. The front page of today’s Times reports on a revision of the membership contributions of various member states. The fact that they’re asking for an extra £1.7 billion from a government that is already straining to afford even the barest crumb of tax reduction for its neediest millionaires, while simultaneously fighting to protect its citizens from the temptation of voting for a further-right anti-immigrant anti-EU party is bold, to say the least, and provides an opportunity for Cameron to pose as a red-faced half-crazed deadbeat, defending his country from being billed for services already rendered.

But then you read on a bit and find that

Last year Britain contributed £8.6 billion to the EU budget – equivalent to almost 2p on the basic rate of income tax. The recalculating of the EU budget means that Germany is about to receive a rebate of £614 million, with France getting £788 billion and Poland £249 million.

There must be champagne corks popping at the Elysée today! £788 billion would be more than half of the total 2013 government expenditure.

The tyranny of the 95%

The president of the National Academy of Science is being quoted spouting dangerous nonsense. Well, maybe not so dangerous, but really nonsense.

I found this by way of Jonathan Chait, a generally insightful and well-informed political journalist, who weighed in recently on the political response to the IPCC report on climate change. US Republican Party big shot Paul Ryan, asked whether he believes that human activity has contributed to global warming, replied recently “I don’t know the answer to that question. I don’t think science does, either.” Chait rightly takes him to task for this ridiculous dodge (though he ignores the fact that Ryan was asked about his beliefs, so that his skepticism may reflect a commendable awareness of the cognitive theories of Stephen Stich, and his need to reflect upon the impossibility of speaking scientifically, or introspecting coherently, about the contents of beliefs), but the form of his criticism left me troubled:

In fact, science does know the answer. Climate scientists believe with a 95 percent level of certainty (the same level of certainty as their belief in the dangers of cigarette smoking) that human activity is contributing to climate change.

Tracking through his links, I found that he’d copied this comparison between climate change and the hazards of smoking pretty much verbatim from another blog, and that it ultimately derived from this “explanation” from the AP:

Some climate-change deniers have looked at 95 percent and scoffed. After all, most people wouldn’t get on a plane that had only a 95 percent certainty of landing safely, risk experts say.

But in science, 95 percent certainty is often considered the gold standard for certainty.

The president of the prestigious National Academy of Sciences, Ralph Cicerone, and more than a dozen other scientists contacted by the AP said the 95 percent certainty regarding climate change is most similar to the confidence scientists have in the decades’ worth of evidence that cigarettes are deadly.

Far be it from me to challenge the president of the National Academy of Sciences, particularly if it’s the “prestigious” National Academy of Sciences, or more than a dozen other scientists, but the technical term for this is “bollocks”. Continue reading “The tyranny of the 95%”

One-fifth of a teaspoon

I was brought up short by this odd sentence in a NY Times article on attempts to protect health-care workers treating Ebola patients:

At the peak of illness, an Ebola patient can have 10 billion viral particles in one-fifth of a teaspoon of blood. That compares with 50,000 to 100,000 particles in an untreated H.I.V. patient, and five million to 20 million in someone with untreated hepatitis C.

“One-fifth of a teaspoon” is an odd reference unit. I had to think a moment to realise that the reporter had presumably translated into American from Scientific the sentence

As I discussed before, the partial conversion to the metric system has left fault lines between and within nations. And the attempt to cover over those cracks mechanically creates odd dissonances. Thus, the 19th century estimate of average human body temperature of 37 degrees Celsius (plus or minus about half a degree) gets turned into the incredibly precise sounding 98.6 degrees Fahrenheit. It makes as much sense as saying “28 grams of prevention are worth 454 grams of cure”.

If the reporter had thought about it, she might have translated less mechanically, writing “an Ebola patient can have 50 billion viral particles in a teaspoon of blood”. But that still leaves the weird resonance of “teaspoon of blood”. A millilitre can be water or blood or Martian atmosphere, but when I hear “teaspoon” I subliminally feel like it’s supposed to go in my tea, or cake, or soup. The thing that people like so much about these traditional units is their historical and narrative specificity, their attachment to human-scale measuring activities, but that also makes them awkward for transferring measurements between domains. I could state my height in furlongs, and my weight in grains, but I’ll just confuse people.

Before posting, I just wanted to check that I was right about the size of a teaspoon in milliliters. I asked Google, and received the information “1 Imperial teaspoon =5.91939047 millilitres”. So, first of all, I was surprised to learn — if indeed it is true — that the teaspoon has been standardised to the hundred-billionth of a litre. Second, I found the thought of “the imperial teaspoon” hilarious.

It’s a good thing they didn’t stop at 12…

The BBC reports today on the most recent THE global university rankings. The article is illustrated with a grinning, texting stock-photo student (I’m genuinely baffled as to what value these atmospheric photos are thought to add to news article) above the caption

The rankings rate universities worldwide on 13 measures, including teaching.

Wow! These rankings of higher education institutions were pretty thorough, if they even went so far as to include the quality of TEACHING among their 13 factors! If they’d had sufficient bandwidth for 14 factors they might have ranked them on the quality of their wine collections. Then Oxford would have come out tops for sure.

Frege and sexual abuse

Slate’s Amanda Hess has written about the case of Retaeh Parsons, a Nova Scotia girl who committed suicide last year, four years after being the victim of bullying over a photograph of her being sexually assaulted. She became famous across Canada after the police originally refused to prosecute those who assaulted her. The national, and then international, outcry, inspired some creativity among the reluctant police, who have now successfully prosecuted one of the perpetrators for child pornography.

The main point of the article was to comment on how

the judge in the case has barred Canadian journalists and everyday citizens from repeating the girl’s name in newspapers, on television, over the radio, and on social media. He cited a portion of Canadian criminal code that bans the publication of a child pornography victim’s name in connection to any legal proceeding connected to that alleged crime.

She quotes a Halifax reporter Ryan Van Horne on the perverse effect:

If you say the name “Rehtaeh” in Nova Scotia… you’ll be met with “instant recognition” of the case and all of the issues it represents. But when Van Horne asks locals, “You know that victim in that high-profile child pornography case?” he draws blanks. The famous circumstances surrounding Rehtaeh Parsons’ bullying and death don’t fit the traditional conception of a child pornography case, which makes linking the two difficult if reporters aren’t allowed to use her name and photograph.

This sounds like a horrible version of Frege’s Morning-Star/Evening-Star puzzle: News media (including social media) are allowed to talk about Retaeh Parsons (the famous child victim of sexual abuse and online harassment); and they are allowed to talk about the victim in that high-profile child pornography case. But they are barred from talking about Retaeh Parsons as the victim in that child pornography case. In Fregian terms, it’s as though we banned any reference to the “morning star”, but were still allowed to talk about the evening star.

Of course, there’s nothing terribly unusual here: Often important privacy concerns turn on concealing the identity of what appear to be two different individuals. It only seems so perverse here because the person whose privacy would implicitly be protected is 1) famous for her role in this case; and 2) deceased, which means that the only people whose privacy is being protected are the police officials who screwed up so badly in the first place.

The sense of place

I read with amazement the new book My Promised Land: The Triumph and Tragedy of Israel by Haaretz journalist Ari Shavit.  For a book that is so attentive to the physicality of the land, and the particularity of place, it struck me as surprisingly willing to use place names in their platitudinous sense, in a context that made them leap off the page in bizarre ways:

By his very presence, he turns En Harod into the Mecca of the kibbutz movement.

… has turned a huge garage in southern Tel Aviv into the new mecca of dance, drugs, and casual encounters.

After seven and a half years in inferior and mediocre Sephardic institutions, Aryeh Machluf Deri had reached the Eton of the Ashkenazi ultra-Orthodox world.

If the thought of the Mecca of “dance, drugs, and casual encounters” doesn’t make your head spin (imagine, conversely, describing the Kaaba as “the Reeperbahn of pilgrimage and divine ecstasy”) then surely the thought of an ultra-Orthodox Eton must.

In all seriousness, the book accomplishes something I would have thought impossible: It tells the story of Israel from a Zionist perspective, while refusing to look away from, dismiss, or otherwise morally diminish the suffering inflicted upon the Arab population of Palestine. Ultimately, it’s the most depressing book on the subject I have ever read, not because of the horror that is recounted, but because holding up the justice and injustice of both sides to the cold light leaves the reader (and the author) with the sense that this is a paradox of justice that has no resolution, a doom of eternal conflict. Other books, like Max Blumenthal’s Goliath, that take a much harsher tone toward Israel and its political establishment, arouse a sense of moral fervour, a sense that just a bit of generosity and good will could bring both sides to the promised land of peace. Shavit’s is the disillusion of an old man, who has seen the rise and fall of grand hopes, and sees the avoidance of destruction as the best that his country can hope for.

Mixing up the issues

The Salaita fiasco rumbles along. I have commented before on the case, where the University of Illinois Urbana-Champaign took advantage of ambiguities in its hiring process to try to destroy the career of a tenured professor of American Indian Studies, whom they pretended to want to hire, and then fired after he had resigned his old job, but before his new contract had formally started. (Admittedly, by presenting it in these terms I’m pretending that it is not just a giant cock-up. This is what it looks like if you try to pretend that the people acting for the university have any idea what they’re doing. Depending on your perspective, I’m being either generous or unfair.) The current state of play is well summarised here. This was punishment for anti-Israel tweets that had attracted unpleasant attention of some of the university’s major donors.

Anyway, having made her university a place where senior academics need to consult with expert legal counsel before accepting a job offer — if they even want to challenge an international boycott and join an academic pariah — UIUC Chancellor Phyllis Wise (who insists, according to the Chicago Tribune, simultaneously that “she wished she had “been more consultative” before rescinding Salaita’s job offer, and said it could have led her to a different decision” and that “there was “no possibility” that he would work at the U. of I.”) has told the Chronicle of Higher Education that

“People are mixing up this individual personnel issue with the whole question of freedom of speech and academic freedom,” she said in an interview. “I stand by the fact that this institution and all of higher education stands on the bedrock of the importance of academic freedom and freedom of speech, and that we should be and are the place where we deal with the most contentious and difficult and complicated issues that face the world, and that we have to provide the platform where discussions that are difficult and contentious and uncomfortable and unimaginable happen.”

That’s the kind of careful thinking on challenging questions that we look to academic leadership for! Some confused people are mixing up the issues. UIUC stands foursquare behind the principles of academic freedom, and the open discussion of “difficult and contentious and uncomfortable” issues, while confronting the completely unrelated practical real-world challenges of firing a professor for openly making contentious and uncomfortable statements in a public forum.

Or, as the irrepressible Abraham Foxman, National Director of the Anti-Defamation League of B’nai Brith since before the Flood, more succinctly put it,

Donors give money and they expect certain things. There’s nothing wrong with them voicing their opinion.

Peaking at the headlines

I was somewhat nonplussed by this headline on the BBC web site today

In the centuries-long march of British anti-semitism, was the maximum really reached two months ago, since when it has begun its inexorable decline? Clicking through to the article reveals that, no, there is no evidence of a decline. Instead,

A charity set up to protect Britain’s Jewish community has recorded its highest-ever monthly total of anti-semitic incidents.

The Community Security Trust (CST) said it was aware of 302 such events in July, compared to 59 in July 2013.

So, even more disturbing than the headline suggested. Peaks have two sides, and you don’t know when the peak was until you’ve passed it.

TV Chief Takes 2-by-4 to a Proposed Cable Merger

I was at first confused by the reference. Having grown up around my father’s lumberyard, I naturally think of a 2-by-4 as a basic element of house construction. For those whose experience of lumber is shaped by Mafia films, it’s an implement of destruction. (It’s interesting how the pop-culture image of organised crime has been shaped by the somewhat coincidental situation of the New York-New Jersey crime families who largely laundered their money through construction firms. Think “cement overshoes”.) I am reminded of the period in the early 1990s when skinhead mobs in Eastern Germany and Berlin suddenly started attacking foreigners, particularly but not exclusively asylum-seekers. The favoured weapons were baseball bats. I remember an article from around 1993, where a police expert was interviewed about why it was that baseball bats were ideally suited to be used as weapons, in addition to their advantage of having a legal use that endows carrying them with a superficial legitimacy, despite the fact that, as the German association of baseball enthusiasts admitted, the total number of baseball players in Germany was estimated at just a few hundred, substantially smaller than the number of baseball bats that had been sold in the past year. In any case, baseball bats (“Baseballschläger”) have become routine emblems of violence in German newspaper headlines, with no further explanation required, specifically xenophobic neo-Nazi violence. For example, when Der Spiegel reported on a government-sponsored youth music initiative with a CD of songs opposing neo-Nazi violence, the article was titled

Tonträger gegen Baseballschläger     (Recordings vs. Baseball Bats)

Interestingly, when Bill Gates handed over control of Microsoft to Steve Ballmer, Der Spiegel covered press reports with a headline “Baseball bat in his hand”, referring to an LA Times report that said

Ballmer, der dafür bekannt ist, dass er bei internen Besprechungen herumbrüllt und manchmal Anordnungen gibt, während er einen Baseballschläger in der Hand hält… (Ballmer, who is known for screaming during internal conferences, and sometimes holds a baseball bat in his hand while giving orders…)

It sounds much more menacing in German.

The tragic contradiction of rooting for the underdog

Everyone loves stories of plucky individuals, beaten down by circumstances but working hard to get ahead. Dickens made a career out of them. It’s a noble sentiment, but it’s a terrible basis for public policy, which is unfortunate for the US, which has persistently put that heart-warming story at the centre of its social welfare policies. I was reminded of this recently when reading an article in the German newsweekly Der Spiegel about the push in some American cities — Seattle, in particular — to raise the minimum wage substantially. (The article doesn’t seem to be available online, but a related interview with activist-entrepreneur Nick Hanauer is here.) I am all in favour of these proposals — there’s no better way to help poor people stop being poor than to give them more money — but it’s clearly not going to solve all of society’s problems. In particular, the Spiegel reporter talks to a single mother of two children, working 32 hours a week for Domino’s Pizza, whose apartment is too small for both children, only manages to get enough to eat by taking home leftover pizza, and has to admit shamefacedly that she never can afford to buy her children any sort of gift. It’s wonderful that she will be earning 60 percent more in a few years (unless she loses her job), but the reporter adds in the sort of detail that German reporters inevitably include in reports on US urban misery:

She lives in a suburb of Seattle. Not a good neighbourhood, she says, lots of drugs and crime. Once someone was shot to death in front of her house.

So, maybe the increase in the minimum wage is going to help her and her sons move to a better neighbourhood. But it’s not going to make the neighbourhood better! The only way to reduce the number of people who have someone shot in front of their house is to reduce the number of people who are shot. If all the people earning minimum wage decide to use their raises to move to a better neighbourhood, the rent in the better neighbourhoods will just go up. Their negotiating position for housing will be improved relative to retirees, nonworking poor, students, etc. But the number of sad stories of people who can’t afford to move out of their run-down crime-infested neighbourhood will not change, though possibly the people suffering will be less sympathetic, which might seem like an improvement.
